Calls leave the browser over WebRTC and hand off to one of two wholesale carrier networks; the cheaper route wins, except for US and Canada numbers, which are pinned to one carrier because the other refuses them. The rate you are quoted before dialling is the higher of the two routes, so a mid-call reroute can never bill you more than the screen said.
